Digital Fit-for-Duty: From Manual Oversight to Scalable Assurance
التحدي

Operating a geographically dispersed fleet with no centralised booking-on location — machines deployed nationwide. Regulatory expectation of physical oversight via mobile controllers was resource-intensive, inconsistent, and not scalable. Real-time fit-for-duty verification was limited, workforce visibility was poor, and distributed operations carried significant operational risk.

الإجراء

Designed and implemented a fully integrated digital control and assurance system, replacing manual oversight with a scalable, real-time operational model. Established a 24/7 central control room staffed by hybrid controllers (operational + driver competency). Deployed a network of biometric-enabled Digital Safety & Performance Stations across depots and machines — automatic user recognition, live video booking-on, and mandatory sign-off of all safety notifications.

النتيجة

Eliminated the requirement for mobile controllers, removing significant operational inefficiency. Delivered a scalable, regulator-compliant fit-for-duty assurance model. Achieved full visibility of workforce status across a distributed network. Strengthened safety communication, ensuring 100% engagement with critical updates. Recognised with an industry award from Irish Rail. The programme became the direct foundation for the Human Performance Engine.

Control Room Development

A 24/7 central control room was established as the operational hub for:

  • Booking-on and booking-off processes.
  • Incident management and response.
  • Communication with client and field teams.

Hybrid controllers — dual-skilled with operational and driver competency — enabled real-time decision-making and responsive resource deployment.

Digital Safety & Performance Stations

A network of biometric-enabled safety stations was deployed across depots and machines, with:

  • Biometric identification — automatic user recognition on interaction, personalised system engagement.
  • Live video booking-on — real-time visual fit-for-duty assessment via the control room and direct communication between field staff and controllers.
  • Mandatory safety compliance — forced review and sign-off of all safety notifications, eliminating missed critical communications.

Strategic Value

This engagement demonstrates the ability to translate regulatory requirements into scalable digital systems — with strong integration of human performance, compliance and operational control. It established the foundation for the Human Performance Engine, and showcases leadership in modernising workforce management within safety-critical environments.
